Provision of online credit card payment service for non-billed Government services
Description

Provision of online credit card payment service for non-billed Government services for a period of sixty (60) months.
Mandatory Requirements Banks which comply with (a) and (b) below are invited to tender:-
(a) comply with any of (i) – (iii) below:
(i) it is a note-issuing Bank of Hong Kong; or
(ii) if it is not a note-issuing Bank of Hong Kong and is incorporated in Hong Kong, it must have a minimum total assets value of HK$35 billion as at its latest financial year end date which must be within twelve (12) months before the Tender Closing Date; or
(iii) if it is not a note-issuing Bank of Hong Kong and is incorporated outside Hong Kong, it must maintain its long-term foreign currency deposit rating at A1 or above as assessed by Moody’s Investors Service, or A+ or above as assessed by Standard and Poor’s Rating Corporation. The rating must still be valid as at the Tender Closing Date; and
(b) being an Acquirer approved by the credit card companies, or must be granted a status by the credit card companies qualifying for providing the Acquirer services for the credit cards offered to be handled. Such approval or status must still be valid as at the Tender Closing Date.

Submission of Tenders

Tenders must be clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any indication which may relate the tender to the tenderer), addressed to the Chairman, Central Tender Board and deposited, in triplicate, into the Government Secretariat Tender Box situated on the Lobby of the Public Entrance on the Ground Floor, East Wing, Central Government Offices, No. 2 Tim Mei Avenue, Tamar, Hong Kong, on or before the Tender Closing Date and Time which is 12:00 noon (Hong Kong time) on Friday, 29 June 2012. Late tenders will not be considered.

In the event a typhoon signal No. 8 or above or a rainstorm black warning is hoisted between 9:00 a.m. and 12:00 noon on Friday, 29 June 2012, the tender closing time will be extended to 12:00 noon on the next weekday (i.e. except Saturday and Sunday) other than a public holiday.

Remarks
(a) The Government of the Hong Kong Special Administrative Region does not bind itself to accept the tender of the highest score or any tender, and reserves the right to negotiate with any tenderer about the terms of the offer.
(b) Details of the award of this contract will be published in the Government of the Hong Kong Special Administrative Region Gazette and made available on the internet.
